It's not surprising that some people despise Albany's new downtown residential parking permit program. What is intriguing is the different methods used to display that outrage.
First there were the lawsuits lodged by the Public Employee Federation and Civil Service Employees Association, charging the city had exceeded its authority in establishing an on-street parking program that discriminates between residents and non-residents of the neighborhoods around Empire State Plaza.
